The property owner told the commission that weather delayed planting and that he expected work to be done by spring. “By April 30, it'll be 100% complete,” the owner said, adding that he would document the plantings and notify staff if unusual conditions prevent timely completion.
Commissioner comments focused on protecting disturbed ground from erosion during planting. One commissioner moved to keep the cease‑and‑correct in place with an April 30 deadline and the provision that the owner notify staff if weather prevents planting; the motion passed by voice vote.
The commission said that if planting activity requires more than one day, silt fencing or equivalent erosion controls must be installed until turf or plantings are established.
