Commission approves RCSS as an allowed use on Lot 8 at Southeast Bristol Business Park

The Economic and Community Development Commission voted to allow Road Construction Safety Services (RCSS) to proceed with Lot 8 of the Southeast Bristol Business Park, the commission learned on the night of its January meeting.

The company presented an overview of plans for a roughly 10,000‑square‑foot headquarters that would be used primarily for storage, training and dispatch for traffic‑control technicians. A company representative said RCSS employs about 112 technicians and runs marked traffic‑control vehicles and flagging services for utilities and contractors.

Commissioners and staff said the board’s action is a preliminary approval of use in the park and that RCSS will still need ECD board sign‑off on a final site plan and building plan. Staff summarized that the company envisions the project in three phases, starting with the headquarters facility and later expanding to additional industrial or commercial uses on adjacent land.

Board members asked about site contamination and remediation history for nearby parcels. Staff said the Department of Energy and Environmental Protection (DEEP) retains the remediation file and that the property transfer paperwork includes monitoring and remediation records; the board was told that responsibility and tracking of contamination remain active in the state file even where ownership changes.

After discussion the motion on the floor to permit RCSS’s proposed use on Lot 8 was seconded and carried. The approval applies to Lot 8 as an allowed use under the park guidelines; RCSS must return for the board’s formal site‑plan and building‑plan approvals.

The board did not provide a roll‑call tally in the public record beyond a voice vote. Staff said next steps include formal site‑plan submissions and coordination with the city’s industrial‑park guidelines.
