Staff also presented a solicitation concept for the north side of the river (the 'Bert' property), describing a preference for lower-density, "old‑Florida" boutique uses — coffee shops, small restaurants and pedestrian‑oriented retail — and a process of targeted outreach to developers. The presentation emphasized protecting riverfront green space while pursuing public–private partnerships to generate revenue to support park operations. Council members supported releasing the solicitation to gather developer feedback in the coming weeks.
