Estero council approves amendments to fire impact fee interlocal agreements to phase increases

The Village Council on May 6 approved first amendments to interlocal agreements with Estero Fire Rescue District and San Carlos Park Fire Protection and Rescue Services to update fire impact fees that had not been revised since 2017.
Steve (village manager) told the council the changes reflect updated numbers and edits made by the village attorney and said the districts reviewed and approved the revisions. "This comes to you with a recommendation for approval," he said.
Mary (staff) told council that rising equipment costs and flat fees for several years prompted the update and noted a legal constraint: "The state law says, if you, if they do increase above 25%, you've gotta phase it," she said, explaining the plan to phase increases through 2029.
Vice Mayor and council members asked for clarification about the county document referenced and whether the increase represents about a 50% rise from the current rate; staff said the change is intended to "catch up" for several years without a fee increase and that any increase above 25% must be phased according to state statute.
With no public comment, the council moved to adopt the first amendments and the clerk called the roll. The motion carried unanimously on the roll call, with each listed member voting Aye.
The amendments update the village's impact-fee arrangements with the two fire districts; staff said final construction costs and fee schedules will be brought back as design and implementation proceed.
