Auburndale awards $6.7373 million contract to Carr & Collier for disk filter replacements at two WWTPs

The Auburndale City Commission on March 16 voted to award a $6,737,300 contract to Carr & Collier for replacement of disk filters at the Allred and Regional Wastewater Treatment Plants.
Public Utilities Director Brad Thomas summarized the RFP process, which produced three bids: Carr & Collier ($6,737,300), Prime Construction Group ($7,347,100), and Vogel Bros. Building Co. ($7,653,854). Staff recommended the low bid from Carr & Collier. The disk filter work is part of effluent disposal improvements intended to increase the City’s disposal capacity and improve effluent quality.
The project is budgeted in FY2025–26 with $750,000 for the Allred plant and $500,000 for the Regional plant in vendor quotes; engineering and construction tied to expansions were included in the low bid. The City intends to fund the work using budgeted cash reserves of $1.25 million and draws from the authorized bank loan (approximately $5.4 million) to cover the remainder.
Vice Mayor Jordan Helms asked whether installing these filters now would require rework or additional spending during the later, larger $73 million expansion of the Regional plant; Public Utilities Director Thomas replied the expense is an upfront component of the full expansion and that all bids encompassed the same scope. Commissioner Crystal Tijerina confirmed all bids covered the same scope. The Commission voted unanimously to award the contract to Carr & Collier.
The contract award will allow procurement and scheduling to proceed; project management and integration with the larger Regional Wastewater Treatment Plant expansion will be coordinated by the Public Utilities Department.
