Director explains reassigning right-of-way inspector positions to sanitation utility

Lisa Bass, director of community resources, told the Greenwood Common Council on May 18 that the city is asking to reassign three right-of-way inspector/utility locator positions from the stormwater utility to the sanitation utility.
Bass said the positions already were moved administratively and that the proposed Ordinance 26-17 would amend the salary ordinance to reflect the reassignment. "So they were moved over ... and there's language for retroactive in the salary ordinance," Bass said, explaining the change is intended to consolidate supervision under the sanitation superintendent and to improve operational efficiency across utilities.
A council member asked whether the move had already taken place; Bass confirmed it had and said the ordinance’s retroactive language is intended to avoid the need for a suspension of rules or other procedural steps to cover pay adjustments.
Ordinance 26-17 was introduced for later consideration; the meeting record shows discussion and a staff explanation but no final vote at this session. The item will return to the council in a subsequent meeting for formal action.
