Nelson County hears sewer rehab costs could more than double; staff will seek funding options

Nelson County staff reported at the Feb. 10 meeting that the Lovingston sewer rehabilitation project’s scope has grown after additional manholes and CCTV investigation, yielding two alternative probable costs: $4,115,000 (an approach relying on lining the interior of pipes) and $5,545,000 (a replacement approach). The original project estimate submitted earlier was $2,235,000.
County Administrator Candice W. McGarry said engineers and NCSA staff are evaluating how best to proceed ‘‘either within the original budget, completing the most critical elements or obtaining an expanded loan from USDA/RD,’’ and she noted that further, more detailed presentations are anticipated.
Staff said the lower new cost estimate relies on lining technology while the higher estimate assumes more extensive replacement work. The Board did not take immediate action but requested staff continue coordination with NCSA and USDA/RD and provide options for addressing scope and financing at a future meeting.
