Craven Community College requests $5.93 million from county, highlights enrollment and facilities work

Craven Community College President Dr. Raymond Staats and Vice President Jim Millard presented the college’s FY27 request to the Craven County Board of Commissioners on May 4, asking for a total allocation of $5,929,486 (Operating $5,379,486; Capital $550,000), a 5.29% overall increase from FY26.
Staff outlined FY26 projects completed with notable cost savings achieved in part by college staff performing some labor. Millard reviewed the college’s Five-Year Facilities Master Plan (FY27–FY31) and FY27 priorities including A/C replacements, parking and road repairs, sidewalk and roofing projects, and other maintenance work.
Dr. Staats said the Corporate Training Center is near completion and a tentative ribbon cutting is scheduled in June; the space is expected to hold roughly 250 people. He also described the Public Safety Training Center project, projected to begin initial operations in the fall with full capability by spring 2027. The college reported an estimated 3,519 Full-time Equivalents (FTE), a 12-year high attributed to expanded curriculum offerings.
The College noted philanthropic support to its Foundation, including the Timothy & Linda Hinkin bequest of $2.46 million — described in the presentation as the largest in the Foundation’s history — and other fundraising successes.
A copy of the FY27 budget request was provided to the Board for review; no formal county action on the request was taken at the meeting.
