Farwell council adopts bond ordinance for water improvements, approves pay applications and rate changes

Trustee Gina Hamilton moved to approve Ordinance 2025-1, which authorizes the issuance and sale of junior lien revenue bonds to pay for water system improvements; Trustee Marvin Frayer seconded the motion and a roll-call vote was recorded as "all yeas." President Tracey Jackson presided.
The council also passed Resolution 2025-11 to tentatively award a construction contract for water system improvements and approved Resolution 2025-12 (a resolution for future water rate modifications) and Resolution 2025-13 (to modify water rates). Each motion was seconded and carried by roll-call vote with all members recorded as voting in favor.
On payments, Trustee Amanda Pfruender moved to approve Application for Payment No. 7 to The Isabella Corporation in the amount of $147,081.12; Trustee Victoria Williams seconded and the motion carried by roll call. The council additionally approved three invoices to engineering consultant Fleis & Vandenbrink: Invoice No. 73905 for $25,737.34, Invoice No. 73906 for $4,500.00, and Invoice No. 73907 for $20,800.00; those motions were moved by Trustee Amanda Pfruender, seconded, and carried by roll call.
Clerk/Treasurer Ross Wilson presented the June 30 bank and fund report and the July 7 treasurer report earlier in the meeting; he said he would reach out to the State Archives about a possible free consultation on older records and would coordinate audit fieldwork with the village auditor.
All formal motions recorded in the minutes show unanimous approval by the seven council members present: President Tracey Jackson and Trustees Amanda Pfruender, Gina Hamilton, Jeff Linton, Victoria Williams, Shawn Burger and Marvin Frayer.
No public comments were received on the rate-adjustment public hearing that preceded the votes. The council announced the next regular meeting for Monday, July 21 at 6 PM.
