Farwell council approves $172,110 contractor payment, adjusts residents utility bill and postpones several ordinances

The Regular Council of the Village of Farwell approved several routine and fiscal measures at its Dec. 1, 2025 meeting, including $172,110.40 in contractor pay and a one-time utility billing adjustment for a resident.
Trustee Victoria Williams moved to authorize Payment Application No. 10 to the Isabella Corporation for $172,110.40; Trustee Marvin Frayer seconded. A roll call vote was taken and "all yeas being heard" were recorded, carrying the motion to disburse the funds. The payment was presented to the council as part of new business added to the agenda.
Earlier on the consent agenda, Trustee Gina Hamilton moved and Trustee Victoria Williams seconded approval of the Nov. 17, 2025 regular meeting minutes and payment of November bills and payroll totaling $222,983.53. The council took a roll call vote on the bills and recorded "all yeas being heard," approving the consent items.
The council also approved a utility billing adjustment for the account at 307 Floyd. Trustee Victoria Williams moved to adjust the account to a 12-month average for the November 2025 billing; Trustee Marvin Frayer seconded. The council again recorded a roll call with all yeas and carried the motion, instructing staff to apply the averaged usage for the November bill.
Several agenda items were postponed for further consideration. Trustee Gina Hamilton moved to postpone the Building Bid Award until the Jan. 5, 2026 regular meeting; Trustee Victoria Williams seconded and the motion carried. Hamilton also moved to postpone the Rental Ordinance to the Dec. 15, 2025 meeting; Williams seconded and that motion carried. The Leaf Ordinance Amendment was moved by Trustee Gina Hamilton, seconded by Trustee Victoria Williams, and postponed indefinitely.
President Tracey Jackson scheduled a special meeting for Parks & Recreation coordinator candidate interviews on Tuesday, Dec. 9, 2025 at 5:00 PM. Clerk/Treasurer Ross Wilson presented the November Bank and Fund Report and the November 2025 Treasurer's Report; Zoning Officer Timothy Feig presented the zoning report. Council discussed outstanding utility bills on rental properties and zoning permits for a proposed parking-lot expansion but took no formal action on those items.
MMDC President Katie Mora delivered the annual MMDC presentation to the council; the minutes record the presentation but no formal council action on it. Commissioner Gross provided county updates during the extended public comment portion of the meeting. The council adjourned at 7:17 PM. The next regular council meeting is scheduled for Dec. 15, 2025 at 6:00 PM; a special council meeting for interviews is scheduled for Dec. 9, 2025 at 5:00 PM.
