"To help ensure and promote compliance with the aforementioned policies and standards, Hawkins County Schools will prioritize school district employees to fill coaching and or sponsorship vacancies as they arise," a recommended passage read aloud by a district administrator. The language further states that if no district employee is available or appropriate, the district should next prioritize residents in the affected school community, while preserving administrative discretion where other factors outweigh those priorities.
Administrators and board members said the passage is meant to protect employees who receive supplemental pay for coaching and to remind hiring committees to consider internal candidates first. Several board members emphasized that the policy would not force an appointment when qualifications or other factors point to an external hire.
Members debated whether a formal policy change is required or whether the district should instead reinforce existing procedures. Some board members cautioned that strictly privileging internal candidates could reduce the talent pool and that many head‑coach roles are tied to teaching positions and are already advertised broadly. Others said the policy clarifies expectations for paid supplements and can help prevent perceived favoritism.
The board asked staff to send the recommended verbiage with the current policy showing McCarty's suggested language in red so members can review proposed changes and compare them with existing rules before a future vote.
