Farwell council approves $392,000 DWSRF engineering proposal, several pay applications and service contracts

President Tracey Jackson called the Village of Farwell council to order at 6:00 p.m. on March 17, 2025, and the council moved through a short agenda that included several contract approvals and pay applications.
Trustee Gina Hamilton moved to approve Fleis & Vandenbrink’s final proposal for the Drinking Water State Revolving Fund (DWSRF) project for $392,000. Trustee Amanda Pfruender seconded the motion and a roll-call vote was recorded; all trustees voted in favor and the motion carried. The council also accepted Miller Canfield’s engagement letter for 2025 DWSRF bonds for $18,500 after a motion by Trustee Hamilton and a second from Trustee Marvin Frayer.
The council approved two contractor pay applications: RCL’s Pay Application No. 9 for $33,815.74 (moved by Trustee Jeff Linton, seconded by Trustee Victoria Williams) and Isabella Corp’s Pay Application No. 4 for $110,493.73 (moved by Trustee Amanda Pfruender, seconded by Trustee Jeff Linton). Both motions passed by roll-call vote, with all trustees voting yes.
Trustee Amanda Pfruender moved and Trustee Gina Hamilton seconded adoption of the Michigan Department of Transportation (MDOT) Title VI annual resolution; the council approved the Title VI adoption unanimously. The council also approved a three‑year holiday-decoration contract with Hometown Decoration and Display LLC for $1,755.00 per year (motion by Trustee Gina Hamilton; second by Trustee Victoria Williams).
For village operations, the council approved a service agreement with Northern Pump and Well Testing at $350 per well (four wells; total $1,400) on a motion by Trustee Amanda Pfruender seconded by Trustee Victoria Williams. During discussion of road repairs, council members reviewed a quote from East Michigan Patchwork for work on East Michigan Street but directed the Department of Public Works to perform the asphalt repair instead of contracting that quote.
In administrative reports staff announced an Electro‑Cycling shredding event scheduled for March 18, 2025, from 9–11 a.m. Staff member Lisa told the council the village experienced an internet outage that interrupted systems and she was working with IT to restore services. Ross reported bank reconciliations were complete and said he was working with MDOT on an Act 51 resolution; he also reported that the village’s 2024 tax settlement from the county is expected by the end of April.
Committee reports noted a reduced Verizon bill and a request for more information on timesheets from the finance committee; Parks & Recreation discussed a donated bench, possible park rentals for Memorial Day weekend and village-wide yard sales planned for Lumberjack Festival weekend; the personnel committee noted its next meeting on March 18, 2025. During extended public comment Mr. Gross offered to raise village concerns at his meetings.
Trustee Amanda Pfruender moved to adjourn at 7:31 p.m.; Trustee Victoria Williams seconded and the motion carried. The next regular council meeting is scheduled for Monday, April 7, 2025, at 6:00 p.m.
