Farwell council awards $77,522 building bid, approves excavator lease and amends LDFA bylaws

The Village of Farwell council voted Jan. 20 to award a $77,522.17 building renovation contract to Sherman Builders, approve a lease for an E40 excavator valued at $61,474.42 from Ellen's Equipment, and amend the Local Development Finance Authority (LDFA) bylaws.
Trustee Victoria Williams moved to award the building renovation bid to Sherman Builders for $77,522.17; Trustee Marvin Frayer seconded. The council took a roll call vote: Williams, Frayer, Burger, Hamilton and President Tracey Jackson voted yes; Trustee Amanda Pfruender abstained. The motion carried.
Trustee Gina Hamilton moved and Trustee Victoria Williams seconded a separate motion requesting requests for proposals (RFPs) for IT work connected to the building renovation; the motion carried on a roll call vote with all present voting yes.
In new business, Trustee Shawn Burger moved to approve a quote from Ellen's Equipment for the lease of an E40 excavator in the amount of $61,474.42; Trustee Marvin Frayer seconded. The council recorded a roll call with all present voting yes and the motion carried.
On the LDFA bylaws, Trustee Victoria Williams moved to amend the bylaws as presented; Trustee Marvin Frayer seconded. A roll call vote was taken and the amendment carried with all yeas recorded.
The council also postponed several items for further consideration: Trustee Amanda Pfruender moved to postpone the draft 2025–2026 budget amendments to the Jan. 26 meeting (seconded by Trustee Victoria Williams), and Trustee Gina Hamilton moved to postpone the draft Village Fee Schedule for 2026–27 until the Feb. 2 meeting (seconded by Trustee Amanda Pfruender). Both postponement motions carried.
Procedural notes: the meeting began at 6:00 PM in the Village Council Room, Trustee Jeff Linton was excused, and the meeting adjourned at 6:56 PM. The next regular council meeting is scheduled for Feb. 2, 2026, at 6:00 PM.
