Hooker County commissioners accept coat and van bids, set June road hearing and adopt personnel policy

The Hooker County Board of Commissioners met April 9, 2026, in the Hooker County Courthouse and unanimously approved several routine actions, including awarding an armor-coating contract, accepting a transit-van bid, scheduling a road-hearing date and adopting an updated personnel policy.
Commissioner Thad Emerson moved to approve the March 12 minutes with corrections; Chairman Bryan Crisp seconded and the board voted three ayes to approve. The board then audited and allowed claims on file and voted to issue warrants from county funds. Chairman Bryan Crisp moved to allow the audited claims; Emerson seconded and the motion passed unanimously.
Armor-coat bids were opened at 3:40 p.m. The board voted to accept the bid from Midwest Coatings Company Inc.; Commissioner Julie Kraye seconded Crisp's motion and the vote was three ayes. The board also set the county's 1- and 6-year road hearing for June 11, 2026, after John Copland requested the hearing be held in June; Emerson moved to schedule the hearing and Kraye seconded.
A public hearing at 4:00 p.m. considered the sale of a county-owned tract in the southeast corner of Claim #51 (Section 20, Township 24, Range 32). No members of the public attended. During the hearing the board discussed fair market value, publication dates and the date of sale. Emerson moved to open sealed bids on May 14, 2026, at 4:00 p.m.; Kraye seconded and the motion carried. The board voted to publish the sale notice in the Hooker County Tribune on April 23 and April 30, 2026.
The board reviewed two transit-van bids: Janssen's bid for a black 2026 Chrysler Pacifica Select at $40,088 and Bill Summers's bid for a white 2026 Honda Odyssey at $42,063.50. Emerson moved to accept the Janssen bid; Crisp seconded and the vote was three ayes, approving the purchase at $40,088.
Chairman Crisp moved and Commissioner Kraye seconded adoption of the updated Hooker County Personnel Policy; the board voted unanimously to adopt the policy. County Clerk Jessica Hampton provided an office update and Treasurer Crystal Hardy presented the treasurer's report, which the board approved by roll call vote.
Sheriff Todd Yost reported that Deputy Walker has returned to work on light duty. The board reviewed the library budget worksheet and a full list of approved claims across general, road, library and grant funds was recorded. The meeting adjourned at 5:15 p.m.; the board scheduled its next regular meeting for May 14, 2026, at 3:30 p.m. in the Commissioners Room at the courthouse.
