Farwell council adopts purchasing policy and employee handbook, OKs five-year leaf-vac lease and several payments

The Village of Farwell council on Oct. 6, 2025 adopted a new purchasing policy, approved an updated employee handbook and authorized several routine expenditures during a meeting at the Village Council Room.
The measures were part of a largely procedural meeting in which trustees also approved payment of September bills totaling $361,565.47. Trustee Gina Hamilton moved to adopt the Draft Purchasing Policy; Trustee Victoria Williams seconded and a roll call vote was taken with all members voting in favor. Trustee Amanda Pfruender moved to approve the Employee Handbook; Trustee Gina Hamilton seconded and the motion carried.
Council approved a five-year lease for a 2025 ARM LL-3000 Trailer Leaf Loader from MTech at $18,173.19 per year after Trustee Marvin Frayer moved and Trustee Amanda Pfruender seconded the motion; a roll call vote recorded all yeas. Council also approved payment of Fleis & Vandenbrink invoice No. 75020 for $16,000 and invoice No. 75021 for $3,986.50 following motions and seconding by trustees; both passed on roll call.
Votes at a glance: the consent agenda approved the Sept. 15 meeting minutes and payment of $361,565.47 in bills (motion carried, roll call: all yeas); the Draft Purchasing Policy and Employee Handbook were approved (motions carried, roll call where noted: all yeas); the five-year leaf-loader lease and both Fleis & Vandenbrink invoices were approved (motions carried, roll call: all yeas). Where roll-call was recorded, the minutes note unanimous support.
Clerk/Treasurer Ross Wilson reported the September bank and fund report and said the village received DWSRF funding and completed a final walkthrough of a sewer project. No public comments were received during the meeting. The council adjourned at 7:06 PM; the next regular meeting is Oct. 20, 2025 at 6:00 PM.
