Applicant counsel Jonathan Johnson told the commission the CDDs are financing and maintenance tools tied to a development agreement approved in prior years and that the vote does not itself change growth‑management commitments. Public commenters urged the city to ensure parkland dedications and to begin planning capital‑improvement timing tied to projected buildout.
On the consent agenda, the commission approved two resolutions (2026‑57 and 2026‑58) authorizing submission of grant applications to the Florida Inland Navigation District for funding assistance toward construction of a pier and gazebo at Fortunato Park and a pier and gazebo at Riviera Park. Staff explained design work is under way and that grant timing affects construction sequencing; several commissioners asked staff to return with alternate funding options (including possible use of fund balance or CRA funds) so repairs damaged in the 2024 hurricane can be expedited if award timing would delay reopening.
The commission also moved Ordinance 2026‑08 (first reading) to amend park rules to allow sale and consumption of commercially packaged low‑proof alcoholic beverages at special events; that measure advanced on first reading without further public comment.
On a separate agenda item, the commission directed staff to check with Volusia County and the family of a fallen officer about a proposed commemorative street name, with Corner Square Way approved as the backup name if family or county approval is not obtained.
