Residents and several commissioners said the site is immediately adjacent to single-family homes and that outdoor vending displays would clash with neighborhood character. After discussion, the commission voted against the special exception (roll-call recorded: all present voted no on the motion to approve). The applicant indicated willingness to further reduce or make the outdoor units more visually neutral if the project proceeds through other approvals, but on this vote the commission declined the special exception.
Planning staff said indoor sales would remain possible under the store plan; denial of the special exception means the applicant will need to revise its site proposals if it seeks outdoor sales in the future.
