Sullivan County approves a slate of leases, equipment purchases, service extensions and mowing contracts

The Sullivan County Commissioners unanimously approved multiple routine procurement and administrative items on April 21.
Key approvals included a 12-month lease for suite 11 at the Mattern Building (140 square feet) with Theresa Schofield at $200 per month, acceptance of a $4,200 quote from Clear Ballot Group Inc. to install a ClearVote 2.5 upgrade, and the purchase of a Leatherman WC68 PTO woodchipper from Woodland Mills, Inc. for $3,450 to be paid from liquid fuels funds for brush clearing at county-owned bridges.
The board extended service contracts with NRG Controls to bridge existing arrangements at six county locations through Dec. 31, 2026, at a combined cost of $7,210 so a single contract can begin Jan. 1, 2027. Commissioners also awarded mowing services from the opened sealed bids: Double Down Lawn Care of Forksville was awarded the Ag Center, Medical Center and Veteran's Memorial Bridge & south county sign contracts at $55/$50/$40 per mowing respectively; Ryan Donovan of Dushore was awarded Mattern Building mowing at $85 per mowing.
Additional approvals included modest travel/workshop requests for the Library ($30.55), Children & Youth ($228.00) and three auditors ($772.12); commissioners approved a request from the Sullivan County Ministerium to use the Mattern Building plaza on May 7 for National Day of Prayer; and they signed a memorandum of understanding with the Northern Tier Regional Planning and Development Commission to host the NTRPD Annual Business Summit on June 9, 2026, with doors opening at 6:00 p.m. and a live courtroom video feed available for remote participants.
The board approved current invoices totaling $396,759.17, which the minutes identify as including two quarterly retirement system payments, youth placements and prisoner maintenance. The meeting recessed for an executive session at 10:17 a.m. on legal and contractual matters and reconvened at 10:40 a.m. before final approvals and adjournment at 10:46 a.m.
