Washington, North Carolina — The Washington City Council on March 9 approved a Water/Sewer Asset Plan in response to the Local Government Commission after the city’s auditor reported a water/sewer asset ratio of 0.35, below the .50 threshold that triggers an LGC response.
Council heard that the ratio signals a need to replace aging assets and approved a plan outlining replacement priorities and compliance steps required by North Carolina Administrative Code. Mayor Pro tem Nick Fritz moved approval and the motion carried.
Separately, Council awarded a contract to KBS Construction for the replacement of an 8‑inch asbestos concrete water line on 11th Street (between Highland Drive and Brown Street). Public Works staff reported the line is within the excavation zone for the Medical District Drainage Project, is AC pipe and therefore fragile; the work covers approximately 635 linear feet. Council awarded the 11th Street Water Line Replacement to KBS Construction for $105,450 and approved a subsequent purchase order.
The council also awarded the 2025‑2026 Street Improvements and Resurfacing contract to Tripp Brothers, Inc. as the lowest bidder at $420,742.80, and authorized installment financing with First Bank for $725,000 to replace two sanitation trucks (previously budgeted). Those contracts were approved by motion during the meeting.
