Staff reports trail complete; board approves $10,000 Heritage Area grant to address safety

City staff told the Mount Pleasant CDRA that the new trail around the park is complete but that a change order request from the contractor would have cost roughly $147,000 to straighten turnouts and address safety concerns. Staff said remaining project costs are being wrapped up and that outside funding from Outdoor Rec and UDOT remains available.

Juan (staff member) said Sunrise Engineering — which he noted has been prequalified by the National Park Service for heritage-area work — would perform engineering work under a $10,000 Heritage Area grant to address safety issues and to incorporate historic-overlay considerations inside the city limits. “Sunrise Engineering has been approved by the National Parks Service to be the heritage area as engineer of record prequalified,” Juan said.

Board members asked whether the grant required city approval. The Chair explained the grant is external and “not gonna cost the city or anything,” but asked for a roll-call confirmation to proceed with the application and associated work. The roll call recorded verbal 'Yes' responses from named members during the meeting; the board agreed to move forward with the grant application and the $10,000 scope to pay for the engineering work.

Separately, the board approved the regular CDRA minutes for April 14 by motion and voted to adjourn at the meeting’s close. The invoice register and claims were not approved because staff documents contained incorrect dates; board members instructed staff to correct the register and resubmit it to a future meeting.
