Farwell council approves staff raise, adopts MDOT Title VI plan and OKs railroad crossing repairs

The Regular Council of the Village of Farwell met on March 2, 2026, and unanimously approved a series of routine and new-business items, including a pay increase for a parks and recreation employee, adoption of a Title VI plan, passage of two resolutions and authorization of three railroad crossing repairs.
Trustee Gina Hamilton moved and Trustee Marvin Frayer seconded a motion to raise Parks & Recreation/Administrative Assistant Ellie Theisen’s hourly pay by $1.00 effective immediately; the council adopted the change by roll call vote, with all members present voting yes. The increase was presented as an employee review action and took effect at once.
The council also approved the consent agenda, including the February 17, 2026 regular meeting minutes and payment of February bills and payroll totaling $57,609.74. Trustee Victoria Williams moved to approve the minutes; Trustee Jeff Linton seconded and the motion was recorded as carried. Trustee Marvin Frayer moved to approve payment of the bills; Trustee Gina Hamilton seconded. A roll call vote was taken and all present voted yes.
On regulatory and planning matters, Trustee Gina Hamilton moved to adopt the village’s 2026–2027 Title VI plan (MDOT Title VI); Trustee Jeff Linton seconded. By unanimous roll call vote the council adopted the plan. (Title VI plans address nondiscrimination in federally funded transportation programs.)
The council passed Resolution 2026-06, titled "Village Parades," on a motion from Trustee Jeff Linton and a second from Trustee Victoria Williams, and approved Resolution 2026-07, "Annual Exemption," on a motion from Trustee Jeff Linton and a second from Trustee Amanda Pfruender; both measures passed by unanimous roll call votes.
Regarding infrastructure, Trustee Jeff Linton moved to accept three estimates from the Clare County Road Commission to perform work on the village’s railroad crossings at an estimated cost of $4,596.30 per crossing; Trustee Marvin Frayer seconded. The motion carried on a unanimous roll call vote.
President Tracey Jackson announced that the village received an award for Mill Pond Park. Clerk/Treasurer Ross Wilson presented the February bank and fund report and the February 2026 Treasurer’s Report, and mentioned a dispensary and upcoming staff training.
The council adjourned at 6:26 p.m. on a motion from Trustee Victoria Williams, seconded by Trustee Amanda Pfruender. The next regular council meeting is scheduled for Monday, March 16 at 6:00 p.m.
