Lake Odessa council adopts budget, multiple resolutions and three ordinances in unanimous votes

The Village of Lake Odessa Village Council on Feb. 16 adopted the FY 2026–27 budget and passed a slate of resolutions and ordinances in unanimous votes among members present.
Trustee Ben DeJong moved to adopt Resolution 2026-10 (the FY 2026–27 budget). During discussion Trustee Neena Rush successfully moved, seconded by Trustee Bob Green, to add up to $1,000 to the proposed budget to purchase lights for the Page Memorial Building tree for Christmas decorations; that amendment carried 5–0. The council then adopted Resolution 2026-10 as amended by roll call vote (Yes: DeJong, Halfmann, Green, Rush, Yoder; No: None; Absent: Banks, Brighton).
The council also adopted Resolution 2026-11 (General Appropriations Act) as amended by the prior budget motion, and approved Resolution 2026-12 (the 2026–2032 Capital Improvements Plan) and Resolution 2026-13 (establishing a committed fund balance for a new patrol car). A separate FY 2025–26 budget amendment (Resolution 2026-14) was adopted. All of those motions passed by roll call vote of the members present, 5–0.
Trustee Neena Rush moved and the council adopted Resolution 2026-15 to terminate the contract with Gregg Guidance, LLC; the motion carried 5–0. The council also adopted three ordinances: Ordinance 2026-01 (roof pitch requirements), Ordinance 2026-02 (manufactured housing communities), and Ordinance 2026-03 (repealing the Village Manager residency requirement). Each ordinance passed by roll call vote with five yes votes and two absences recorded.
All roll call votes were recorded as Yes: DeJong, Halfmann, Green, Rush, Yoder; No: None; Absent: Karen Banks and Mike Brighton. Where recorded, motions were moved and supported as noted in the minutes. The meeting minutes show routine approvals (minutes, bills, consent agenda) and departmental reports were acknowledged.
The public hearing on the proposed FY 2026–27 budget was opened and closed after no public comment was heard. The council adjourned at 7:38 p.m.
