The Ormond Beach City Commission approved CPI-based cost-of-living increases for maintenance contracts with Austin Outdoor LLC d/b/a Yellowstone Landscape at its April 21 meeting, after staff and the Parks & Recreation director explained the retroactive and forward CPI calculation used to adjust fees.
Robert Carolyn, the city's Parks and Recreation director, told commissioners the adjustment consolidates a year's worth of CPI changes to avoid multiple increases during the year. Commissioners discussed contract scope, palm-tree trimming costs, bid history and whether to re-bid major contracts in the future.
Commissioner Travis Sargent said he supports modest, regular increases to avoid sharp jumps later. Commissioner Kristen Deaton said she had questions about how the adjustments were applied but ultimately moved to pull two consent items earlier in the meeting for discussion. The vote on one grounds-maintenance resolution (Resolution No. 2026-56) recorded Commissioner Deaton as the lone No; the other consent CPI resolution carried unanimously.
City staff said the CPI adjustments are intended to reflect calendar-year changes and that prior scope increases help explain higher contract totals. The commission approved the consent agenda items after the discussion and roll-call vote.
