Commission approves reimbursement deal to speed construction of Crossings Boulevard

The Ormond Beach City Commission on April 21 approved a reimbursement and construction agreement that lets the developer of Ormond Crossings design, permit and construct Segment 1 of Crossings Boulevard with repayment capped at $12,000,000 and limited to tax increment revenues, city staff said.

Planning staff explained the Community Redevelopment Agency (CRA) and developer previously agreed to work together on infrastructure to support the Ormond Crossings Commerce Park. "The CRA reimbursement is limited to just the construction of that Segment 1," one staff member said, adding the repayment would occur only as tax increment revenue is received and that the CRA does not guarantee payment if increment is not available.

Officials said the change lets the developer move more quickly from permit to construction and preserves that no new tax bonds or general-fund obligation will be created. The resolution (No. 2026-52) was presented as a public hearing item; after brief discussion the commission approved the motion by voice vote.

Commissioners framed the action as an implementation step for a long-running development plan. The staff presentation noted the roadway runs from U.S. 1 into the Commerce Park and that the construction loan structure was part of the development agreement. The CRA reimbursement was described in the staff presentation as capped at $12 million shared between city and county property-tax-derived increments.

Next steps for the developer include finalizing design and construction permits; the CRA will reimburse eligible construction costs up to the cap as incremental taxes are collected. The commission closed the public hearing and reconvened its regular meeting after the vote.
