The ordinance text (as read by the city clerk) states it "amend[s] section 8-4, unsafe building abatement of article 1 in general of chapter 8 buildings and construction regulations of the code of ordinances of the city of Ormond Beach to amend the authority for the recording of liens" and sets an effective date. The commission's recorded vote was unanimous in favor at second reading.
