Public commenter urges board to explain 2025 hiring of outside counsel, cites Sunshine Law

A public commenter at the Okaloosa County School Board meeting on April 27 urged the board to explain why a July 14, 2025 workshop agenda listed only "attorney business" yet a later regular meeting record shows a unanimous motion to retain outside counsel.
Cara Marion, who identified herself during the public-comment period, said the agenda notice was insufficient and left the public unable to know what was being decided. "The public has a constitutional right, not just to attend meetings, but to have meaningful access to the decision-making process," Marion said, citing Article I, Section 24 of the Florida Constitution and state Sunshine Law guidance. She asked when and where the matter was discussed prior to the vote, why the agenda lacked detail and what steps the board will take to ensure future transparency.
Superintendent Marcus Chambers responded to the comment by saying the matter arose from a state report and that the district requested investigations. "It was investigated by an outside entity, not affiliated with the school district," Chambers said, and added that "there were no findings on me whatsoever." He also noted that Tracy Lam, a person named during the public comment, is his fiance9 and said the district is "moving forward."
Marion asked that her submitted packet be entered into the official record and requested that each board member provide a written explanation of their role in the process. The board did not take immediate formal action on Marions requests during the meeting; the public comment and the superintendents response were entered into the record.
