Taylor County commissioners voted Feb. 17 to approve a contract amendment from the Florida Department of Commerce that increases CDBG‑DR funding for the Delton Court Hospital roofing and resiliency project.
Madeline, the county staff presenter, said the county previously administered a CDBG‑DR award and was returning with an amendment that raises the contract amount to the figure presented at the meeting (staff cited an increase from $2.5 million to the new contract total as delivered in the meeting packet). She explained the county may retain up to 5% of the additional amount for grant administration or to hire outside consultant services for required environmental reporting and technical construction oversight.
Commissioners expressed concerns about staff capacity, the need to require task‑oriented scopes for consultant work and the county’s role in inspection and reporting. One commissioner asked whether a written agreement clearly delineates obligations between the hospital and the county; staff and counsel suggested a memorandum of understanding could be prepared to clarify responsibilities and that the county would solicit consultant proposals limited by a not‑to‑exceed task scope to keep administration within the 5% cap.
A motion to approve the contract amendment was made and carried by voice vote. Staff said bid documents for roofing portions will be completed and returned for board approval to proceed with procurement processes required by Commerce.
