Safety & Public Works committee advances testing contract, state-aid request, special-events ordinance drafting and property abatement

Safety & Public Works Committee Chair Tad Erickson presented four committee items the council approved:
1) Construction materials testing: The committee recommended awarding materials testing for the 2505 Southeast Brainerd reconstruction to ITT for an estimated amount of $20,915; Erickson noted ITT’s lower bid and local proximity and council approved the award.
2) Advanced municipal state aid: Erickson said staff revised a previously approved request, adding one line item—the SAP amount of $627,735 for a right‑of‑way project—and recommended adopting a resolution requesting the advanced municipal state aid; council approved the resolution by roll call.
3) Special‑events ordinance: Erickson told the council that, because an event applicant had initially declined the existing special‑events permitting path, staff would draft a final ordinance; discussion included whether a ‘special event’ should be defined as 50 people or more, insurance requirements (park board involvement), and that the ordinance could reference an administrative special‑event policy to be refined in coming months.
4) Active code enforcement abatement: Erickson noted repeat offender conditions at 1718 Pine Street (three citations and no corrective action) and moved to abate the junk and debris; council approved abatement.
Each committee recommendation carried by council action; staff will bring back ordinance language and execute abatement as authorized.
