Council approves intent to allow Hutchinson Utilities to seek bonds for major projects

Jeremy Carty, appearing for the Hutchinson Utilities Commission, asked the council to accept a resolution declaring the city's intent to reimburse certain utility expenditures with bond proceeds and to allow utilities financing to proceed alongside the city's fall bond issuance.
Carty said the utilities remain financially stable but expect a temporary draw on reserves as they complete major projects. He told the council the substation project is about halfway through, with about $8,000,000 already incurred and roughly $5,000,000 more expected this year; he also described a separate downtown plant substation project with estimated costs near $15,000,000 and additional regional transmission projects that together represent roughly $30,000,000 in near‑term utility cash flow needs.
Carty asked the council to approve the intent so the utilities could issue bonds in the fall if needed; he emphasized the debt service on any bonds would be paid from utility revenues (ratepayers), not city general fund taxes. The council approved the resolution on a motion (mover Pat; second Chad) and the mayor declared the motion carried.
Carty said staff will monitor market conditions and coordinate with the city's bond issuance to seek favorable timing and pricing for taxpayers and ratepayers. He said the utility expects to return to the council if earlier issuance is financially advantageous.
