Council adopts ordinance 16-02 revising city water system code
Summary

Paul Sandy told the council the Public Utilities Commission reviewed a full repeal-and-replace of section 705 of the city code to update operational, maintenance and installation standards for the domestic water distribution system. He said the commission had reviewed the document across two meetings, sent questions and received staff responses, and recommended approval.
The council opened a public hearing; no members of the public spoke. The council then moved to dispense with the full reading (noting unanimity was required) and by roll call adopted ordinance 16-02 and a companion resolution to provide for summary publication of the ordinance.
Council and staff noted that separate rate fees (for example, a 200% charge for properties outside city limits) are set in the water/sewer rate schedule and not in the code amendment, so those outside-city fees were not altered by the ordinance.
