Commission approves TSPLOST project list, transit planning grants and RS&H contract for transit analysis

The Athens-Clarke County Commission on Jan. 6 approved multiple transportation planning actions including acceptance of the TSPLOST 2026 Final Projects List, authorization to apply for federal planning and transit planning grants, and TSPLOST-funded consulting for Transit Department comprehensive planning.
The Commission approved the TSPLOST 2026 Final Projects List for a $239,000,000 program and directed that the finalized project list be accepted by Jan. 20, 2026 and that an Intergovernmental Agreement be approved Feb. 3, 2026. The motion passed unanimously.
Separately, the Commission authorized applying for and, if awarded, accepting the FY2027 Federal Planning (PL) contract funds administered through MACORTS (estimated federal share up to $290,000 with a 20% local match estimated at $58,000) and the FY2027 Transit Planning Assistance Grant under 49 U.S.C. §5303 (estimated federal maximum $98,919 with a local match up to $24,730). The Mayor and appropriate staff were authorized to execute resulting contracts and Title VI/DBE assurances as required.
To support comprehensive transit planning, the Commission authorized up to $924,293 in TSPLOST 2023 Project #19 funds for consultants and engineering services, awarded $540,293 to on-call vendor RS&H to conduct routing and fiscal analyses, and authorized the Manager to approve up to $84,000 in additive change orders.
Commissioners said these actions support MACORTS planning and implementation of transit-routing and capital priorities under the unified planning work program. Documents reference federal requirements and conditions, including Title VI assurances and local match obligations.
