Commission approves rezoning at 293 Hoyt Street and moves forward on redevelopment near 295 E. Dougherty

The Athens-Clarke County Commission voted Jan. 6 to change the future land use designation for a portion of 293 Hoyt Street from "Government" to "Downtown" and to rezone that portion from P (Park) to C-D (Commercial-Downtown), enabling redevelopment near 295 E. Dougherty Street.
The Planning Commission had recommended approval, and Ed Lane (SPG Planners + Engineers) spoke in support during the public hearing. The roll-call votes on both the future land use amendment and the rezoning were 6–4: Commissioners Link, Wright, Culpepper, Thornton, Hamby and Davenport voted YES; Commissioners Taylor, Fisher, Johnson and Myers voted NO.
Separately, the Commission approved a Development Agreement between CS Acquisitions Vehicle, LLC and the Athens Downtown Development Authority and an intergovernmental agreement and second amendment to the Downtown Parking Management Agreement related to financing and operating a future Hoyt Street parking deck. The agreement authorizes staff to negotiate and execute related easements (including a tieback easement to integrate the deck with Lay Park) and to pursue necessary road abandonments as part of the redevelopment.
Supporters during public input also backed the TSPLOST 2026 Final Projects List and Greenway Trails elements tied to broader downtown planning; one speaker opposed the Greenway Trails list. The development-related motions passed by roll call vote (6–4) consistent with the rezoning votes.
The Commission’s action updates the Official Land Use Map and Zoning Map for Athens-Clarke County; official exhibits and survey documents are on file with the Planning Department and the Clerk’s office for public inspection.
