At a Feb. 8 retreat in Atlanta, County Manager Tim Callanan and members of consultant GMC presented a high‑level proposal for a regional water treatment plant and associated transmission lines, describing Effingham County's portion of the project as budgeted at $319 million.
The presentation, supported by visual graphics, described a project scope that includes a new intake, a water treatment plant and water transmission mains. GMC representatives said the proposed financing approach would be administered by GEFA and consist of approximately a 50% direct investment grant and a 50% loan. The project partners named in the presentation are Effingham County, Bryan County and the City of Savannah.
County Manager Callanan described current water and sewer work the county is undertaking, including wastewater treatment plant matters, force mains and pump station installation. Callanan said the county intends to extend service areas near Highway 80/Eden and Highway 17 and discussed other targeted locations for expansion.
GMC staff walked the board through construction-budget options, alternate delivery methods and a high‑level schedule, and answered questions from commissioners about costs, partner negotiations and timing. Finance Director Mark Barnes and county staff participated in the discussion of financing and project delivery options.
