Commissioners say developer paved Parksville-area roads without required permits; county to meet with planning commission

Commissioner Howard Thompson told the Bradley County Commission that a developer recently paved roads off Parksville Road without first obtaining required permits.
County Planner Bently Thomas said the Old Parksville Ridge Subdivision received preliminary plat approval in 2024 with the understanding that roads must be bonded before acceptance. Assistant Road Superintendent Josh Booker said the developer hired a third-party inspector but the Road Department has not yet received the inspection report. Booker said the Road Department plans to meet with the Planning Commission next week to reaffirm the requirement for a pre-construction meeting between the developers and the Road Department.
Thomas reminded commissioners that the State approves sewer systems and that failure to obtain state sewer approval would require the developer to reconfigure the plan. Booker emphasized that if roads are not constructed to county standards, the County is not obligated to accept them. Booker also confirmed that the Eagle Creek developer has committed to completing roads upon final phase completion.
No formal enforcement action or vote occurred at the Nov. 10 work session; the discussion focused on clarifying responsibilities and next steps between planning and road staff.
