Bradley County mayor presents 15-year parking-lot lease swap with City of Cleveland for Minnis Road work

Mayor D. Gary Davis told the Bradley County Commission on Nov. 10 that he will ask the body to approve a resolution authorizing him to sign a 15-year lease of the parking lot at 95 Church Street with the City of Cleveland in exchange for the city providing construction services at county property at 365 Minnis Road.
Commissioner Howard Thompson placed the resolution on the Nov. 17 voting-session agenda, meaning the Commission will consider the lease and the associated intergovernmental exchange at that meeting. The document presented to commissioners specifies a 15-year lease term and a services-for-lease arrangement rather than an immediate cash payment.
The proposal was introduced during the mayor’s report; no formal vote was taken at the Nov. 10 work session. Commission members did not add conditions on the record at the Nov. 10 meeting. If the resolution moves forward on Nov. 17, commissioners will have the opportunity to ask for more details about the lease terms, any insurance or maintenance obligations, and the scope of construction work at 365 Minnis Road before voting.
The County has not yet released the full draft lease or construction scope to the public. The Nov. 17 voting-session agenda will indicate whether the Commission schedules discussion, takes a vote or refers the item for more information.
