Lyon County awards debris-removal and monitoring contracts after single bids

Lyon County’s fiscal court voted to accept single bids for storm-related services on April 21, approving a debris-removal contract with Promise Land Tree Service and awarding a separate contract for debris monitoring and project management.

The court’s presiding officer said bids opened April 7 and that Promise Land Tree Service was the only bidder for debris removal; the firm had been the county’s prior contractor but its earlier contract had expired. "We were currently under contract with them. Their contract has since expired, and they were the only bidder on April 7," the chair said. A magistrate moved to accept the Promise Land contract and another magistrate seconded; the court approved the motion by voice vote.

The court also considered an RFP for debris monitoring, public assistance and project management. The chair said the incumbent’s contract had expired and presented the sole bidder; a motion to accept that bidder passed by voice vote. The transcript contains inconsistent renderings of the monitoring firm’s name (appearing as both "Rostand" and as "Prostan"); the county packet referenced at the meeting contains the firm documentation for review at the judge-executive’s office.

County officials said contract terms for the debris-removal award follow the county’s prior arrangement: an initial three-year term with optional one-year renewals for up to two additional years, consistent with the county’s earlier practice. The chair invited members to obtain full contract copies from the judge-executive’s office for detailed schedules and amounts.

The bids were opened in a recorded session attended by the county attorney and county clerk, the chair said. The court approved both awards by voice vote; no roll-call tallies were recorded in the meeting transcript.

Next steps: the judge-executive’s office will retain contract documentation in the office and provide copies on request.
