Magistrate reduces lien from $21,820 to $1,264.65 after property owner explains circumstances

A special magistrate on Aug. 20 ordered a reduction of a $21,820 code-enforcement lien for 2420 Sunrise Boulevard to the administrative cost amount of $1,264.65, and set 30 days for payment.

City staff presented the enforcement history in the lien-reduction hearing: the original notice of violation and 60-day compliance order were issued in mid-2024, an affidavit of noncompliance and fines followed, and the property was brought into compliance on June 6, 2025. The lien-reduction request was received June 10, 2025.

Alexandria Holland, who identified herself as an owner/representative, told the magistrate she learned of the prior proceedings only after the fact, described miscommunication within the household and claimed the corrective work had been completed within the original compliance period but was not reported for a follow-up inspection. She said the full lien would be financially devastating and asked for a reduction while acknowledging some responsibility.

City staff told the magistrate that, after reviewing the file, staff did not have sufficient cause to recommend a reduction below their $5,000 authority and therefore presented the matter for the magistrate’s determination. During the hearing, staff and the applicant reached agreement to reduce the lien to administrative costs totaling $1,264.65. The magistrate accepted that recommendation and ordered the reduced amount to be paid within 30 days; he warned that failure to pay within 30 days would revert the lien to the original $21,820 balance. The magistrate also noted the property owners retain their appeal rights under the administrative process.

The magistrate’s order closes the lien-reduction matter for administrative purposes subject to payment and any timely appeal.
