Council hears financial reports, approves appropriations; resident seeks disclosure of protest costs

At the Feb. 10 Tippecanoe County Council meeting, Auditor Jennifer Weston and Treasurer Yadira Salazar presented routine financial reports and the council approved several appropriations and transfers.
Auditor Weston reported a beginning net balance of $879,352 and explained that 'Miscellaneous Expenditures' (unappropriated funds used for special judges, prosecutors and SBOA training) total $396 for 2026 so far, leaving a balance available for appropriation of $878,956. Weston also noted a $1.1 million deposit to Health First Indiana Fund 1161 and a $333,334 distribution of a Clarks Hill loan from the Rainy‑Day Fund 1186. She corrected the Jan. 13, 2026 minutes to change 'motion to adjourn' to 'motion to recess' and said that beginning in 2026 local governments no longer need to advertise appropriations in a local newspaper; postings are available in the Indiana Gateway portal.
Treasurer Yadira Salazar said January ended with a balance of $191,068,950.36, month‑end interest of $620,511.78, an average interest rate of 3.78% (weighted 3.74%), and that the General Fund received 54% of total interest for 2026. She said an official revenue revision is unlikely but predicted a possible midyear decrease of $200,000 to $300,000.
The council approved several appropriations and transfers. Council approved a $20,000 appropriation from Sheriff Sale Administration Fund 4009 to pay SRI, Inc. for managing foreclosure and other real estate matters (motion by Ben Murray, second Kathy Vernon). The council also approved a $300 appropriation from Sheriff Unclaimed Fund 4141 to return seized assets ordered released by a court (motion by Ben Murray, second Kathy Vernon). Commissioner Tom Murtaugh presented an appropriation of $131,432 from Area IV AACAP Fund 8668 for professional services to support rural transportation in the Area IV region; that motion passed after a motion by Kathy Vernon and second by Ben Murray. The consent agenda (minutes and three transfers) was also approved (motion by Ben Murray, second by John Basham).
In public comment, Tippecanoe County resident Frank Hannan asked the county to "disclose publicly" any costs incurred by the Sheriff's Department related to January 2026 protests and said larger protests are planned for March and July 2026. Councilmember John Basham asked whether protesters must obtain permits or bonds; Commissioner's Assistant Paula Bennett said events inside the courthouse require permission from county commissioners but the surrounding courthouse grounds are public property so permits and bonds are not required unless 50 or more participants spread into upper lawn areas, in which case an insurance bond would be required. Attorney Doug Masson added that the Supreme Court's ruling on public forums includes sidewalks and streets and that a limited forum would be interior areas that interfere with court operations. The council set its next meeting for March 10, 2026 and adjourned.
