At its Jan. 13 regular meeting the Livingston City Council approved a series of administrative and financial items related to grant projects, transit funding and routine accounts.
The council unanimously adopted Resolution No. 645 to select Langford Community Management Services to provide grant administration services for Texas General Land Office CDBG‑DR infrastructure improvement project(s). The council also unanimously adopted Resolution No. 646 selecting The Brannon Corporation as consulting engineers for design and implementation of the same CDBG‑DR project. Both resolutions were moved and seconded on the council floor and passed with all present voting aye.
Polk County requested the city's pro‑rata share of $4,200 for the Brazos Transit District annual service; the council approved that payment after discussion seeking statistics on transit usage and funding breakdowns. The council also approved the Accounts Over $2,500 list presented by the City Manager, a package that included the Electric Department's planned purchase of a bucket truck; members discussed department purchasing procedures before voting.
During the meeting the City Manager provided routine reports including a Polk County Chamber of Commerce banquet scheduled for Jan. 29, 2026; a November 2025 sales tax receipt of $443,190.70 (an increase of 1.92% versus November 2024); a development update reporting 17 commercial projects and seven residential permits; planning for a July 4 celebration at Pedigo Park tied to the nation's 250th anniversary; expansion of the Sept. 11 remembrance on Sept. 11, 2026; and that the Livingston Municipal Golf Course cart path project is 99% complete.
Council set a public hearing for Feb. 10, 2026 at 5:00 P.M. to receive public comment on proposed amendments to Chapter 28 (Manufactured Homes and Parks), which staff described as addressing industrial modular housing, the definition of "non‑site built manufactured residential structure (NSBMRS)," and RV parking on streets. The meeting adjourned at 5:57 P.M.
