Sherman Foundation commits to fund deputy; court approves bullet‑resistant vehicle grant application and EMS NDA with BioBridge

Colorado County Commissioners on Oct. 27 accepted a multi‑year funding commitment from the Sherman Foundation to underwrite one additional sheriff’s deputy and approved two related public‑safety measures: a grant application for bullet‑resistant vehicle upgrades and a mutual non‑disclosure agreement with BioBridge Global.
Under a letter included in the consent packet, the Sherman Foundation committed $193,740.29 for 2026 and approximately $95,530.00 per year for the following three years (Jan. 1, 2026–Dec. 31, 2029) to cover salary, benefits and essential equipment for one new deputy; the commitment was accepted as part of the court’s consent items. County documents in the packet show the County Auditor’s annualized estimated salary and benefits per patrol deputy as $95,530.00 for budgeting purposes.
Separately, the court authorized submission of a grant application to the Office of the Governor for the Bullet‑Resistant Vehicle Upgrade Project in the amount of $108,000, where no local match is required. The minutes include the Office of the Governor funding announcement and program requirements (NIJ Level IIIA components, eligibility and reporting requirements). The court recorded the motion to authorize submission as passing 5–0.
The court also approved a mutual Non‑Disclosure Agreement between BioBridge Global and Colorado County EMS concerning the purchase and distribution of whole blood products. The full NDA text was entered into the record and includes standard confidentiality provisions, a five‑year confidentiality term (with perpetual protection for trade secrets), restrictions on sharing confidential information with AI systems without consent, and dispute‑resolution and jurisdiction clauses.
All three measures were approved unanimously and are recorded in the Oct. 27 minutes. The consent packet contains letters of commitment, vendor quotes and detailed program attachments for the grant and NDA.
