Three Rivers approves $1.01M pavement contract, authorizes fund uses and fills multiple board seats

The Three Rivers City Commission on May 5 approved a series of budget and procurement measures that included a $1,011,516.40 purchase order for FY26 pavement replacements and several board appointments.

At-large Commissioner Lucas Allen moved to authorize use of local and municipal street fund balance and to issue a purchase order in the amount of $1,011,516.40 to Michigan Paving and Materials for FY26 pavement replacements; At-Large Commissioner Torrey Brown seconded. The motion carried unanimously. The commission separately approved use of $28,500 from the Motorpool fund balance to cover invoices and planned year-end expenses and authorized a $26,554 purchase order to TJM Services for a Conservation Park shelter roof replacement; both measures passed unanimously.

The commission approved the consent agenda, which included the invoice approval listing and meeting minutes from several advisory bodies. On appointments, the commission confirmed Maurice Kelly and Leon Eggleston to the Three Rivers Housing Development Corporation and appointed Lynda Molter to the Park Advisory Board; those motions passed unanimously. The commission also appointed Tony Mayer to the Three Rivers Housing Corporation for a term to expire March 1, 2028; that motion carried as amended by a 4-1 vote, with Mayor Angel Johnston recorded as opposed.

The meeting included a brief public comment period in which Charlene Zavala provided an update on West Chase Apartments following the March 6 tornado, Tony Mayer discussed the Housing Development Corporation and his board role, and resident Delta Montcalm asked about pothole patching on parade routes. Commissioner Torrey Brown advised that complaints about trunkline paving should be directed to the State.

City Manager Joe Bippus commended Officer Flynn during staff communications. The meeting adjourned at 7:33 p.m.
