Three Rivers adopts 2025 Master Plan; schedules infill zoning hearing and approves leases, pension report

The Three Rivers City Commission unanimously adopted an updated city Master Plan for 2025 and approved several routine and planning items during its Jan. 6 meeting.

Commissioners voted to adopt the 2025 Master Plan, a planning document that guides land use and development priorities for the city. The motion to adopt the plan was made by At-Large Commissioner Torrey Brown and seconded by Second District Commissioner Steven Haigh; the motion carried unanimously.

The commission also accepted a motion by At Large Commissioner Lucas Allen to place an infill housing zoning amendment on first reading and schedule a public hearing for Jan. 20, 2026. The hearing will give staff and the public an opportunity to comment on proposed zoning changes aimed at guiding infill development.

Other business items that carried unanimously included a resolution recognizing actions taken on July 17, 2018, related to a box hangar lease extension and acceptance of the 2025 Pension Fund Status report, which the commission placed on file. The consent agenda — including invoice approvals and several board and commission minutes — was approved as presented.

In presentations and communications, Police Chief Boling introduced new officer Ian Brubaker. Fourth District Commissioner Carolyn McNary thanked citizens for participating in the meeting; City Attorney T.J. Reed extended New Year greetings. Mayor Angel Johnston proposed inviting the Michigan Storm Chasers for a future presentation and acknowledged former Sergeant Chris Greenhalgh for his years of service. The meeting adjourned at 8:14 p.m.

Most votes on routine business were unanimous, reflecting a consistent majority on planning and administrative items during the meeting.
