Dickens County approves Sanders Hollow reinvestment zone and forms economic development corporation

The Dickens County Commissioners Court voted Jan. 12 to approve a resolution establishing the Sanders Hollow Energy Center Project Area Reinvestment Zone and to take several other administrative actions during its regular session.
County Judge Kevin Brendle called the meeting to order at 9:01 a.m. and opened with a prayer and the Pledge of Allegiance, according to the minutes. The court held a public hearing on the Sanders Hollow Energy Center Project Area Reinvestment Zone; "no public comment was made," and the hearing was adjourned at 9:00 a.m., the minutes state.
Commissioner Mike Smith moved and Commissioner Greg Arnold seconded a motion to approve the Sanders Hollow resolution; the court voted unanimously in favor. On the same motion pattern, the court approved Articles of Formation for the Dickens County Economic Development Corporation after a motion by Commissioner Mike Smith and a second from Commissioner Chris Horn.
Other actions approved by the court included authorization for the County Judge to submit an annual ambulance grant application (moved by Commissioner Dennis Wyatt, seconded by Commissioner Greg Arnold) and approval of a mutual aid agreement for complex emergency response and investigation planning (moved by Commissioner Mike Smith, seconded by Commissioner Chris Horn). The court also approved a resolution supporting legislation to exempt Texas counties from the state hotel occupancy tax on a unanimous vote (moved by Commissioner Mike Smith, seconded by Commissioner Dennis Wyatt).
The minutes record discussion by Ryan Randolph about a tax abatement application for Outrider BESS, LLC; the record does not show a formal motion or vote on that application.
The court voted to take no action on the county purchasing its own butane tanks (motion by Commissioner Dennis Wyatt, second by Commissioner Greg Arnold) and to take no action on courthouse security surveillance (motion by Commissioner Greg Arnold, second by Commissioner Chris Horn). The court approved a request to haul materials donated to the Spur Fire Department on a motion by Commissioner Chris Horn, seconded by Commissioner Dennis Wyatt; Commissioner Greg Arnold abstained from that vote.
The court recessed at 10:15 a.m., reconvened at 10:25 a.m., approved claims incurred since the last meeting and approved payment of Historical Commission bills. No line-item transfers or budget amendments were recorded. A motion to adjourn passed unanimously and the court adjourned at 11:48 a.m.
