CCRPC asks for more information on proposed 2.2 MW Charlotte solar project, approves comment letter

Regina Mahony, Planning Manager for the Chittenden County Regional Planning Commission, told the Executive Committee on Nov. 4, 2020 that CCRPC staff prepared a response to the 45‑day notice of a Section 248 petition filed with the Vermont Public Utility Commission for a proposed 2.2‑megawatt solar project on Lake Road in Charlotte.
Mahony said the CCRPC identified several constraints on the property that could be affected by the access road and the location of the solar arrays and that the commission is asking for additional information before determining whether the project, as proposed, conforms to the ECOS Regional Plan. “The CCRPC is asking for further information before determining whether this project, as proposed, is in conformance with the Regional Plan,” Mahony said.
Members discussed the role CCRPC plays in flagging constraints for applicants while leaving regulatory determinations to permitting agencies. The committee moved to approve the comment letter to DG Vermont Solar, LLC as presented; the motion carried unanimously.
The committee indicated this letter is intended to inform the applicant about issues that should be addressed in the full petition. CCRPC staff will review the complete Section 248 filing and take a final position on conformance with the Regional Plan after additional information is available.
