During the action agenda, Commissioner Mike Smith moved to approve a Chapter 312 tax abatement application for Galaxy Helios II LLC; Commissioner Chris Horn seconded and the motion passed unanimously. The court then approved a Chapter 312 tax abatement application for Galaxy Helios III on a motion by Commissioner Greg Arnold, seconded by Commissioner Dennis Wyatt; that motion also passed unanimously. The court voted unanimously to take no action on a proposed Road Maintenance/Improvement agreement with Wind Energy Transmission of Texas. Commissioners also approved an extended warranty for a Precinct 1 motor grader, the bylaws of the Dickens County Economic Corporation, the cost to repair the county Stenocall repeater, and the cost to upgrade county communications-tower lighting to LED. The court approved the bond for Katelynn Jarratt as Deputy Tax Assessor/Collector.
An Elevator Maintenance Agreement with Advanced Elevator was discussed; the court recessed at 10:37 a.m. and resumed at 10:38 a.m. Later in the morning the court discussed preliminary 2026 appraisal-roll values from the Dickens County Appraisal District and entered a closed executive session at 10:47 a.m.; the court reconvened at 12:10 p.m. On reconvening, the court approved action on claims incurred against the county since the last Commissioner's Court; no line-item transfers or budget amendments were recorded. The court adjourned at 12:54 p.m.
