Council approves budgets, Godwin Mercado acoustics, emergency repair and fleet vendor agreements

Resolutions I–M were bundled and approved as a single motion. The resolutions covered: the Grand Valley Regional Biosolids Authority FY2027 budget (Resolution I); the 2026–27 budget for the Wyoming Downtown Development Authority (Resolution J); adoption of the city’s 2026–27 general appropriations act and proposed tax levy (Resolution K); the 2027–2032 capital improvement plan (Resolution L); and an amendment to part of the city fee schedule (Resolution M). Council also accepted a WRAP-2 grant-funded proposal for acoustical baffles in Godwin Mercado to improve sound quality and reduce echoing, and thanked staff for securing the grant. The council accepted a quote for emergency repair of a leaking pipe at the wastewater treatment plant (work by Kentwood Excavating) with a reported cost of just over $28,000 and authorized payment. Finally, council authorized the use of NAPA Auto Parts and Boland’s Best 1 Tire as vendors for vehicle and equipment parts and tires for city fleet operations.
