Council approves amended deed for Burton Street parcels; project scales down to four units

The City of Wyoming approved an amended and restated quitclaim deed conveying 1038 and 1042 Burton Street to ICCF Nonprofit Housing Corporation, altering the original plan so fewer owner-occupied townhomes must be constructed initially.
City Manager John Shea explained the change: the city used Community Development Block Grant (CDBG) funding to purchase the two parcels with an original plan for eight owner-occupied townhomes. “Due to regulations under the Build America Buy America Act, with any type of HUD-funded projects, [the rule] requires that the construction materials and manufactured products all be manufactured in the United States, which made this very cost prohibitive,” Shea said. To avoid those requirements the deed will be amended so ICCF will build four owner-occupied homes now (below the threshold) and consider building a fifth at a later date.
Council members asked for clarification about why four units were selected; staff said the reduced count places the project under the threshold that triggers the Build America Buy America requirements and makes construction more practicable under current cost conditions.
The council called the roll and approved the resolution. There were no amendments recorded during the discussion. The deed amendment authorizes the mayor and city clerk to sign the document needed to convey the parcels to ICCF under the revised terms.
