Hemphill County commissioners approve Jones Pavilion work, cybersecurity training and budget

On Dec. 8, 2025 the Hemphill County Commissioners' Court approved contractor bids for exterior and interior work at the Jones Pavilion and museum, approved TAC cybersecurity training required by state law, and adopted the November budget and bills. One commissioner abstained on two vendor invoices.
Commissioner Nicholas Thomas presided over the Hemphill County Commissioners' Court on Dec. 8, 2025, which convened at 9:00 a.m. and approved a series of contractor contracts, a state-required cybersecurity training, the county's November budget report and routine bills before adjourning at 10:00 a.m.
The court approved multiple contractor bids for the Jones Pavilion. Commissioner Dawn Webb moved to accept exterior modifications presented by Jeffrey Heffelfinger for $227,415.00; Commissioner Tim Alexander seconded and the motion carried without opposition. Commissioner Tim Alexander then moved to approve interior work for the Jones Pavilion in the amount of $96,029.46, which includes an additional $9,597.00 for women's bathroom partitions; Commissioner Dale Schafer seconded and the motion carried unopposed. Jeffrey Heffelfinger presented the bids to the court.
Commissioner Dale Schafer moved to approve contract bids for interior museum work presented by Heffelfinger in the amount of $8,512.00; Commissioner Dawn Webb seconded and the motion carried without opposition.
On a separate administrative item, Commissioner Tim Alexander moved to approve the Texas Association of Counties (TAC) Cybersecurity Course as required by Texas Government Code 2054.5191; Commissioner Dale Schafer seconded and the motion carried unopposed. The court recorded the approval as meeting the statutory training requirement.
The court approved the Joint Resolution and statistical information for the 2026 Joint Primary Election on a motion by Commissioner Tim Alexander, seconded by Commissioner Dale Schafer; the motion carried without opposition. The court also approved the November 2025 Budget and Financial Report, computer-generated bills and hand-stamped bills; those motions carried unopposed.
Commissioner Dawn Webb moved to approve two invoices from Schafer Services: $60.00 for grounding repairs to a siren at Fire District 19 and $200.00 for contract labor at the sheriff's office. Commissioner Tim Alexander seconded; the motion carried with Commissioner Dale Schafer recorded as abstaining.
The court noted that the airport Weather Observation System (AWOS) has been replaced and announced county employee open enrollment for health benefits on Dec. 10 with sessions at 11:00 a.m. and 1:00 p.m., with lunch provided by Clint Allred. No public comments were made during the public-comment period.
The meeting adjourned at 10:00 a.m.
