Hemphill County commissioners extend 45-day burn ban, adopt HB2840 meeting-rule changes and approve road closure

Hemphill County Commissioners' Court met on Nov. 10, 2025, and approved a series of routine measures including a 45-day extension of the county burn ban, formal changes to meeting rules required by HB2840, and a petition to vacate a portion of County Road 30. Judge Lisa Johnson presided.
The court voted unanimously to extend the burn ban after Commissioner Dale Schafer moved the measure and Commissioner Tim Alexander seconded. Sheriff Brent Clapp told the court the department purchased new portable hand-held radios and proposed donating the older radios to Canadian Independent School District to ensure short-range communications if the county's internet service fails; Clapp said an outage could delay school‑to‑sheriff contact by "up to five minutes." The donation was approved without opposition.
Judge Johnson moved and Commissioner Nicholas Thomas seconded approval of changes to the court's Rules of Procedure, Conduct and Decorum that were presented as required by HB2840; that motion carried unopposed. The court also approved a petition to vacate and close a portion of County Road 30 after a motion from Commissioner Schafer and second by Commissioner Webb.
On financial business, the court approved the Oct. 31, 2025 budget and financial report and adopted a budget amendment to increase a State Supplement for the County Attorney's salary by $2,918. The court approved computer-generated and hand-stamped bills. Two vendor invoices were approved with recorded abstentions: an invoice for $992 to Nick Thomas Inc. passed with Commissioner Nicholas Thomas abstaining, and a $200 invoice to Schafer Services passed with Commissioner Dale Schafer abstaining.
The court also formally canvassed the Nov. 4, 2025 Constitutional Amendment election returns and approved the canvass. No public comments were offered during the meeting. The court adjourned at 10:56 a.m.
