Hamilton County discusses FEMA (DR4781) advanced funding and a proposed $1 million emergency fronting plan

Hamilton County Commissioners on April 10 met in a special session to review the county’s request for FEMA advanced funding tied to DR4781 and to consider a short-term funding plan to start road and bridge repairs.
TDEM representatives Zachary Hood and Brandi Masterson advised the Commission on documentation required to support an advanced-funding request, saying the county must amend vendor contracts to include a specified dollar “cap,” provide procurement records showing how purchases were completed, supply proof that solicitations were publicly advertised, report the total number of bids received, and submit documentation of bids and any acceptance. The Court also requested that Debbie provide electronic copies of the commissioners’ daily logs and invoices in Excel format.
After a recess at 11:19 a.m., the Court reconvened at 11:30 a.m. without the TDEM team. Commissioner Dickie Clary urged the panel to plan for the possibility that FEMA funds may not arrive immediately and suggested the Court consider an emergency budget amendment to withdraw the $1,000,000 reserve set aside during the last budget cycle. Clary said the funds could be divided among precincts so road and bridge repairs could proceed now and be reimbursed once FEMA advanced funding is received. He said the proposal would be discussed further at the regular Commissioners Court meeting on April 28, 2026.
No formal motion or vote on an emergency amendment occurred during the special session. The Court adjourned the special session at 11:45 a.m. The Commissioners scheduled further consideration of any budget amendment for the April 28 regular session.
